OVER TIME, NORFOLK, FRAGMENTED BY ROUTE 44 AND BY THE UNRULY CITY MEADOW, HAS INCREASINGLY DRAWN IN ON ITSELF, ITS ACTIVE DOWNTOWN CONFINED TO STATION PLACE.  AS THE MEADOW IS TRANSFORMED INTO AN ACTIVE AND VALUABLE PART OF THE TOWN, IT BECOMES POSSIBLE TO THINK ABOUT OPENING THE TOWN BACK UP, RECONNECTING ITS SEPARATED PARTS, SO THAT IT WOULD STRETCH FROM TOWN HALL TO THE MUSIC SHED, AND FROM THE BASE OF CITY MEADOW UP THROUGH THE VILLAGE GREEN.  CREATING AN ATTRACTIVE, ACCESSIBLE, AND EXPANDED PEDESTRIAN CENTER IS THE KEY MAKING NORFOLK A PLACE WHERE THE ARTS AND NATURE TRULY MEET.
